1. All Members
1.1 All members of the York Baseball Association agree to abide by the Aim’s, By-Laws and Code of Conduct during York Baseball Association events or while carrying out assigned or official York Baseball Association duties. Serious or repeated infractions may result in disciplinary action. (2-04)
1.2 During meetings all members shall behave in a manner in keeping with the Aims and Objectives of the York Baseball Association. Any member behaving otherwise will be issued a verbal warning. If the member continues to behave contrary to the Aims and Objectives of the York Baseball Association the member will have to leave the premises and may be subject to disciplinary action. (2-04)
1.3 There shall be no smoking in the dugout, on the field, or in the Concession Stand area. (1-01; Revised 2-04)
1.4 There shall be no loitering in the dugout area or between the backstop and scorekeepers’ booth. (1-01; Revised 2-04)
1.5 In keeping with the Aim’s and Objectives of the York Baseball Association, the following behavior is considered inappropriate and unacceptable in any YBA park:
1.6 Any member of the York Baseball Association refusing to abide by decisions of the York Baseball Association Executive or a Disciplinary Committee may be expelled or their membership suspended. (2-04)
2. Volunteers
2.1 All volunteers will be required to fill out a York Baseball Volunteer Information Form prior to the start of the season. (2-04)
2.2 All Volunteers are required to adhere to York Baseball’s Aims, Objectives, and Code of Conduct. (2-04)
2.3 All volunteers over the age of 18, who interact with York Baseball Association youth in any way, and all members of the Executive, must supply a satisfactory criminal records check (full disclosure) prior to the beginning of the season. (2-04)
2.4 York Baseball Association will provide the required application and cover the cost of volunteer Criminal Record Checks. (2-04)
2.5
Volunteer’s Criminal Record Checks will remain on file with York Baseball Association. Copies will not be provided. (2-04)
3. Meetings
3.1
The President or any member of the Executive may call meetings. (2-04)
3.2
The secretary shall notify all Executive members of the time and place of meetings, at least one week prior to an Executive Meeting and at least two weeks prior to a General Meeting. Coaches shall endeavor to notify all members associated with his/her team of General Meetings at least one week prior to the meeting. (2-04)
3.3
All meetings shall be open to the members at large with the exception of Executive meetings specifically designated closed for reasons of personal privacy. (2-04)
3.4 All issues relating to concerns with an individual member(s) shall be referred in writing to the Executive and heard at a closed meeting, as required. At no time will personal issues related to an individual(s) be put forward for discussion at an open York Baseball Association meeting. (2-04)
4. Committees
4.1 The President in consultation with the Executive will establish committees, including a Rep Committee at the beginning of the new business year and as required throughout the year, to serve no longer than the current Executive’s term of office. (2-04)
4.2 Any member in good standing may volunteer to sit on a committee by providing the Executive with their name and areas of interest. The Executive shall appoint each Committee and designate the Chair who shall be responsible for the Committee and reporting to the Executive. (2-04)
4.3 When Committees are formed only one member of a family unit can sit on a given committee. (2-04)
6. Affiliations
6.1 Affiliation with organizations outside the York Baseball Association shall be made at the discretion of the Executive through an annual vote of the Executive. (2-04)
6.2 In the event that an outside Baseball Association forms an affiliation with York Baseball Association, that Baseball Association is to be considered a guest of York Baseball Association. (2-04)
6.3 All affiliate organizations must adhere to the Aims, Objectives, By-laws, Code of Conduct and Rules of York Baseball Association. Any Affiliated Association of the York Baseball Association violating the York Baseball Association Constitution or By-Laws or refusing to abide by the decisions of the York Baseball Association Executive may be expelled or suspended. 6.4 The Executive of Y.B.A. reserves the right to appoint a member from the affiliated association to the Executive. (2-04)
6.5 The following organizations are recognized as affiliates of York Baseball:
i) Toronto Hawks (2-04)
ii) Etobicoke Rangers (2-04)
iii) Annette Baseball (2-04)
iv) High Park Baseball Association (2-04)
v) Royal York Baseball Association (2-04)
6.6 York Baseball Association is an affiliate of Toronto Baseball Association (TBA) and Ontario Baseball Association (OBA). (2-04)
7. Communications
7.1 All communications, on behalf of or regarding the York Baseball Association or its affairs, with affiliates or other organizations must have prior approval of the President. (2-04)
8. Bingo
8.1 The manner in which the financial proceeds of the Bingo may be utilized is directed by the Bingo Licensing Commission, and are limited to the direct costs of running the York Baseball Association program, including: equipment, uniforms, coaches training, umpire costs, tournament fees, and gym rental fees. (2-04)
8.2 Delta Bingo requires a signing officer from the organization to be present during all Bingo sessions scheduled on behalf of York Baseball Association. The Fundraising Chairperson will be granted signing authority for the York Baseball Association to be exercised for no purpose other than the physical operation of the Bingo. (2-04)
10. Insurance
11.1 York Baseball Association and its affiliates will provide proper catching and batting equipment which is safe and in good order. (1-01; Revised 2-04)
11.2 York Baseball Association will provide scorekeepers with the necessary scorekeeping equipment and umpires with all necessary umpire equipment except uniform and jock/jill. (2-04)
11.3 The dugout cover purchased by the Mosquito Rep Team members is the property thereof and does not belong to the whole of York Baseball. (2-04)
12. Umpire Roster
13.2 Umpires are required to arrive at least 10 minutes prior to the start of the game they are scheduled to umpire. If an umpire is unable to attend a game they are scheduled for, they are required to notify the Head Umpire at least 24 hours prior to the scheduled game. (2-04)
13.3 If an umpire is consistently absent or late without good cause, at the discretion of the Head Umpire they may be dropped from the roster. (2-04)
13.6 Once a game begins, umpires are responsible for canceling or ending the game due to bad weather or other safety issues. If in doubt, the umpires are to confer with the Convener or his/her designate. (2-04)
13.7 Umpires must end a game when the Convener advises them that curfew has been reached. (2-04)
13.8 Umpires are responsible for handling all disciplinary issues arising on the field or in the dugout during games. All disciplinary actions or penalties imposed are to be reported to the Convener immediately following the game and a written report submitted to the Head Umpire within 24 hours. If at any time an umpire feels intimidated to the point of being unable to impose necessary penalties, the umpire may call upon the Convener for assistance. (2-04)
15.2 Scorekeepers are required to arrive at least 10 minutes prior to the start of the game they are scheduled to score. If a scorekeeper is unable to attend a game they are scheduled for, they are required to notify the Head Scorekeeper at least 24 hours prior to the scheduled game. (2-04)
15.3 If a scorekeeper is consistently absent or late without good cause, at the discretion of the Head Scorekeeper they may be dropped from the roster. (2-04)
15.5 Scorekeepers are to ensure that no one other than the Convener or a training partner enters the scorekeeper’s area and/or booth at any time during a game. (2-04)
16.3 Managers may be called upon to form a Disciplinary Committee if required. (2-04)
16.4 Managers are required to fill out the York Baseball Association volunteer form. (2-04)
17. Selection of Coaches – House League <
17.1 Head Coaches must have attained the age of 18 years prior to the beginning of the season. (2-04)
17.2 Head Coaches must agree to attend at least one of the coaches clinics offered by the York Baseball Association, its affiliates, or an outside organization recognized by the York Baseball Association, on an annual basis. If attending a clinic offered by an outside organization, details must be submitted to the Executive for approval. (2-04)
17.3 Anyone wishing to coach House League must submit the York Baseball Association Volunteer form to the Convener in the division which they wish to coach. Coaches may be asked to submit a brief resume of their baseball experience. (2-04)
17.4 Coaches must submit a satisfactory criminal records check as outlined in Sections 2.3 through 2.6. (2-04)
18. Selection of Coaches – Rep Teams
18.1 All Rep Team coaches must be certified as specified by OBA, with NCCP Level 1 in technical and theory. Those not previously registered with a Rep Team have until May 1st of the following season to obtain NCCP Level 1 theory. (2-04)
18.2 Head Coaches must have attained the age of 18 years prior to the beginning of the season. All Assistant Coaches of a York Baseball Association Rep Team must have attained the age of 17 years. (2-04)
18.3 Head Coaches must agree to attend at least one of the coaches clinics offered by the York Baseball Association, its affiliates, or an outside organization recognized by the York Baseball Association, on an annual basis. If attending a clinic offered by an outside organization, details must be submitted to the Executive for approval. (2-04)
18.4 Anyone wishing to coach Rep. Ball must submit the York Baseball Association Volunteer form, along with a brief resume of his or her baseball experience and qualifications, to the Rep. Committee. (2-04)
18.5 Rep. Coaches are required to provide a satisfactory criminal records check as outlined in Sections 2.3 through 2.6. (2-04)
18.6 Rep. Coaches will be selected and assigned teams by the Rep Committee based on experience, qualifications, ability to mentor players and provide leadership, ability to work as a member of a team, and ability to represent the best interests, Aim’s and Objectives of York Baseball Association. (2-04)
18.7 The Executive will be provided the coaching roster prior to the beginning of the season for approval and will be advised of changes to the roster at monthly Executive meetings. (2-04)
19.
All Coaches
19.1 Coaches shall display and instill in the players the value of good sportsmanship and fair play both on and off the field as outlined in York Baseball’s Aims and Objectives. (2-04)
19.3 Coaches shall wear the uniform appropriate to their division during all games. York Baseball Association will supply a hat and shirt. There shall be no substitutions. (2-04)
19.4 Coaches are responsible for contacting all players for practices and games and for providing all the players with the opportunity to practice and play. All practices shall be of the open nature, all players allowed to participate. (1-01; Revised 2-04)
19.6 Coaches are responsible for the obtaining of registration forms, contracts, proof of age and fees from the players on his/her team. (2-04)
19.7 Coaches are responsible for the distribution of uniforms prior to opening day and in the case of Rep teams, responsible for the collection of uniforms immediately upon conclusion of the season. (2-04)
19.8 Coaches are responsible for the return of all equipment at the conclusion of the season in a timely manner. (2-04)
19.9 Coaches are to be responsible for the conduct of all members of his/her team while under their supervision. (2-04)
19.10 Coaches are not to smoke in view of their players or leave their team unattended to take a smoke break. It is strongly suggested that coaches be discreet when smoking within the park. (2-04)
19.11 Coaches are to monitor the progress of players on his/her team and keep the parent(s) informed of their child’s progress. (2-04)
19.12 Coaches shall assist in the removal and storage of all Association’s equipment after the game as required. (2-04)
19.13 Coaches shall ensure the dugout is left in a neat condition after their games (i.e. players remove all garbage).
19.14 Coaches shall assist in the preparation of the field prior to and at the conclusion of each game. Coaches of the home team shall be responsible for setting up the diamond for any game following theirs. (1-01)
19.15 House League and Rep Coaches must assist Rep players in maintaining an accurate and up to date Pitching Log including checking and verifying all entries by signature. Failure to do so may result in action as prescribed by the Executive (1-01; Revised 2-04)
19.16 Any coach elected as Convener in the same division shall assign another to act as Convener during the scheduled games for the team which he/she coaches and inform the Umpire and Vice-President in attendance of the name of their designate. (2-04)
19.17 Coaches may not arrange Exhibition Games or Tournaments without the expressed consent of the President, Head Umpire, Head Scorekeeper, Scheduler, and Concession Stand Coordinator. (1-02)
19.18 At no time may a Coach or any other member allow a minor under the age of 18 to operate a pitching machine with an exposed wheel mechanism. (2-04)
19.19 At no time may a Coach or any other member allow players in the batting cage without a properly trained adult volunteer providing supervision. (2-04)
20. Selection of Players – Rep Teams
20.1 Any player registered with York Baseball can try out for the age appropriate Rep team by attending the indoor and/or pre-season practices. (2-04)
20.2 Players will be selected for the Rep teams, by the Rep Coaches, based on:
i) their having registered with York Baseball Association,
ii) their ability to play for a YBA House League team,
iii) their ability to represent the Aim’s of the YBA, and
iv) their ability to contribute to the overall well-being and success of the team. (2-04)
20.3 The Executive will be provided the Rep Team rosters prior to the beginning of the season for approval and will be advised of changes to the rosters at monthly Executive meetings. (2-04)
21. Selection of Players – House League
21.1 Any child living within the boundaries of the former City of York may register to play for York Baseball Association house league. Any child living outside the boundaries of the former City of York may register with York Baseball pending Executive approval. (2-04)
21.2 In an attempt to ensure balanced, competitive teams in each division the following draft procedures will be used (2-03; Revised 2-04):
i) Returning players will be assigned to their previous team. If a player requests not to remain with their team from the previous season they will entered into the draft pool.
ii) Returning players moving to the next division become part of the draft pool.
iii) Coaches have the exclusive right to draft any of their own children in the draft pool provided their children are drafted prior to any other players for that team.
iv) A team drafting two or more siblings must automatically draft any additional siblings in the next rounds unless the parent/player has requested they not be on the same team.
v) A team with a returning player’s sibling in the draft pool must draft that sibling no later than the third round unless the parent/player has requested they not be on the same team.
vi) A parent/player request to be assigned to a specific team will be judged and approved by the Registrar and Convener based on its validity. If the request is approved, the coaching staff of the requested team will be advised and that player must become a draft choice for that team.
vii) The order in which teams will draft players will be based on the previous seasons standings, the team with the least points having the first draft choice. Each team is allowed 2 minutes to make their selection during each round.
viii) Players will be drafted by age group from youngest to oldest. Every attempt shall be made to balance teams by age.
ix) After the third round of the draft for a particular age group, the team(s) with the most players in that age group abstain from the draft until all teams have an equal number of players from that age group or there are no more players within that age group. Once all teams have an equal number of players in a given age group, if there are additional players of that age remaining in the pool the draft will resume as in vii) above.
x) Overage Bantam players are not eligible for the draft. The Registrar and Convener, to ensure equitable distribution and balanced teams, will assign overage players to specific teams.
xi) Once the draft for a division is complete, the player selection/distribution will be considered final. If a player refuses to report to the assigned team or a player/parent request a trade to another team, the Registrar, Convener and Coach shall attempt to resolve the matter in a fair and equitable manner.
xii) Players registering after the draft will be assigned teams by the Registrar so as to maintain to the best of ones ability, balanced, competitive teams.
21.5 Parents or players who have a concern with respect to division placement will submit to the Executive, in writing, a detailed explanation of their concern prior to the beginning of the regular season. The Executive will address the concern in a timely manner. (2-04)
22. Player Releases
22.3 If at any time a member of the Executive or another adult volunteer is found to be intentionally delaying the release of a player without just cause, that person may have their membership suspended. (2-04)
23.1 All Rep players must keep an accurate and up to date Pitching Log of innings or number pitches thrown during all games he/she has participated in, house league and rep, signed by the coach or manager. Failure to do so may result in action as prescribed by the Executive. (1-01; Revised 2-04)
24.2 Any team with a previously scheduled game on their home diamond will have priority over all other requests for use of the field. (2-04)
25. Games
25.1 At T-Ball/Rookie Ball games and practices the child’s Parent or Guardian must be present at all times. Failure to do so will result in the child will not be able to participate. (1-01)
27.4 The Scheduler shall endeavor to provide a house league schedule where there are a minimum number of conflicts with the Rep Team schedule. (1-01)
27.5 House League schedules will be adjusted if conflicts with weekend tournaments or Rep playoff games arise. (2-04)
i) Any accident that requires first aid e.g. sprains, cuts, etc.
ii) A game ejection of player or coach.
iii) The destruction of Association and/or private property by a player.
iv) Any form of harassment of a member of this Association and/or its affiliates.
v) Any form of abuse of a youth member of this Association and/or its affiliates.
vi) Any incidents where the need for an outside agency is required i.e. fire department, police department, Children’s Aid, etc.
29. Game Protests
29.1 Any umpire shall report to the Head Umpire(s) within 24 hours after the Game, all violations of the rules including reasons for removal of a player, coach or manager from the game. (1-01)
29.2 All game protests must be lodged with the umpire at the time of the alleged rule infraction. The umpire must file a written report and the team must file a written protest with the Convener, within 24 hours of the game. The Executive will notify the protested team and they shall be allowed 24 hours to file their defense. A fee of $25.00 cash or certified cheque shall accompany each protest to the Executive. This cheque shall be forfeited, if the protest is not upheld. (1-01; Revised 2-04)
29.3 Game protests shall be decided by a committee of three Executive members as selected by the President. Members hearing a game protest must have working knowledge of the rules and no real or perceived conflict of interest regarding the proceedings. (2-04)
29.4 The Protest Committee shall hear the protest and make a ruling within 48 hours of all documents being filed. (2-04)
30. Trophies and Awards
30.1 Team trophies will be presented to championship teams to be held by the team sponsor, coach or manager. (1-01)
30.2 Individual awards will be presented to each player on the championship team and to each player on the team finishing first in their division during the regular season, all other players will receive participant awards. (1-01; Revised 2-04)
30.3 If championships are held between affiliate teams, awards may be presented at the discretion of the Executive. (2-04)
30.4 Individual player awards will be assigned as follows:
i) Coaches Choice Award may be awarded to a house league only player whom a coach wishes to recognize. (2-04)
ii) The Mosquito division Convener selects one Sid Smith Best Nine Year Old Award recipient annually after consultation with the Mosquito coaches. (2-04)
iii) The PeeWee division Convener awards one Jean Hobin Award for Most Sportsmanlike PeeWee Player annually after consultation with the PeeWee coaches. (2-04)
iv) The President, after consultation with the conveners from all divisions, may select one Coach of the Year Award recipient. (2-04)
v) The statistician selects one Batting Champ Award recipient in each division, as the player with the best batting record of all players having a minimum 25 at bats during the regular season. (2-04)
vi) The convener of each division, in consultation with the coaches, selects one MVP Award recipient for their division. (2-04)
30.5 The Executive reserves the right to bestow additional awards at their discretion. (2-04)
31. Disciplinary Issues and Concerns
31.1 Coaches are responsible for the behavior of their players and thus have the right to discipline a player for insubordination by sitting him/her out of a game. The Convener must be informed that a player is being disciplined prior to the player being benched. (1-01; Revised 2-04)
31.2 Umpires are responsible for handling all disciplinary issues arising on the field or in the dugout during games. All disciplinary actions or penalties imposed are to be reported to the Convener immediately following the game and reported in writing to the Head Umpire within 24 hours. If at any time an umpire feels intimidated to the point of being unable to impose necessary penalties, the umpire may call upon the Convener for assistance. (2-04)
31.3 Conveners are responsible for handling all disciplinary issues or concerns occurring off the field prior to, during, and after games, as well as those related to their specific division. Conveners are responsible for advising the Executive in a timely manner, of ongoing grievances, disciplinary actions taken and penalties imposed upon individuals within their division. (2-04)
31.4 Disciplinary issues or concerns unrelated to a specific game or division may be addressed in writing to the Vice-President(s) of the park. The Vice-President(s) will address the concern and use all available avenues to resolve the situation. The Vice-President will file the original concern along with steps taken to address the issue with the Executive within 48 hours. (2-04)
31.5 Umpires, Conveners and Vice-Presidents are responsible for ensuring rules are enforced and consequences imposed in an age appropriate, fair, and consistent manner as outlined in the Disciplinary Action Guide. (2-04)
32. Disciplinary Committees
32.1 Members who seriously or repeatedly contravene any part of the York Baseball Association Constitution and/or Appendices and members who ignore disciplinary rulings of an Umpire, Convener, or Vice-President, may be brought before a Disciplinary Committee. (2-04)
32.2 Disciplinary Committees, formed by the President as required, shall consist of three Team Managers and/or Directors. The Committee shall be chaired by an Officer who will act only as adviser with respect to the existing Constitution and Appendices. All those sitting on a given Disciplinary Committee will be chosen such that they have no real or perceived conflict of interest in relation to the proceedings. (2-04)
33. Suspensions
33.1 The elected Executive and/or the Disciplinary Committee have the right to suspend a player or coach from games and practices if such disciplinary action is deemed appropriate. (2-04)
33.2 Any player or coach under suspension is not permitted on the playing field or in the vicinity of their team’s bench during games. (2-04)
33.3 Violating a suspension may result in further disciplinary action. (2-04)
33.4 Any coach under disciplinary review or with further disciplinary action pending is not allowed to associate with his/her team in any capacity until the matter has been decided. (2-04)
